System breakdown: Cloudflare automatic failover with < 5 minute recovery time. If D1 database unavailable, API Worker returns cached responses. If full outage, students notified via WhatsApp broadcast and email.

Communication: IT Director assesses within 15 minutes. Affected students notified within 1 hour via email. Hourly updates until resolved. Post-incident report within 7 days.

Maintenance: Scheduled during off-peak hours (12am-6am HKT) with 48-hour advance notice.
